Pacific Outboard Bolt Lock
I believe this is a Motorloc Pacific.

Stainless steel bolt lock. The hole is about 13mm in diameter.

I only have one key unfortunately. Unused, but may have a couple of marks as its been lying in my junk box for a year or so.

Retails at over £50
