Datatag really helpful
Just checked an outboard serial number with Datatag, who run Stolen boats.org.uk
You can't search on the database any more but it gives you a number to call. Select the registration team and a nice helpful man will check the databases for you.
Much more use than the police force I tried (who shall remain nameless) who needed a "policing reason" to check their database and required me to provide evidence that the engine was stolen before they would confirm if it was (or wasn't) stolen [emoji1787][emoji1787]
