All fires need a flue . Whether they need a flue liner just depends on building regs and or condition of existing chimney/flue. I don't see that insurance comes into it anywhere unless someone is prattling on about something they don't understand and just making excuses. Using vermiculite is just good practice to prevent condensation shortening the life of the liner, again not actually a legal requirement under regs.
