It's a tipper body. He didn't lower it after tipping.
Why that car was driving so close to a someone obviously doing something that stupid makes me think the car driver was 2 sandwiches short of a picnic as well.
I used to work with someone who did this going under
Whitehouse Bridge in Swindon. He was a complete spackwit and drove halfway round town like it before ripping the body off.
