Inflatable oar mounting

I have an old Chinese sib which has sprung the taped fixing for oar mechanism to tube. I can’t remember what material tube is. It’s not hypalon being Chinese it’s one of the P’s. Any suggestions for adhesive!

I’m fine just bloody bored!! Between COVID and not getting tube repaired done because of brexit and COVID result rib still in hospital awaiting material. So probably by the time of completion it’ll be straight back to storage for me.
