Of course - that area is I feel sure within 'Old Portsmouth Historical Conservation area' ( or some such waffle ) ....so they have just had all work stopped as they dont have triple virgins to witness the proceedings....
Oh and before the Virgins in Prtsmouth Jokes crop up I went to the big school on the corner up the road ----so I'd know !

Similar to California's Highway workers (CalTrans), where the normal operation is four guys leaning on shovels, and one guy with a short little orange flag. The guy with the flag gets paid more, cause it's harder to lean on the flag.
