I'd hesitate to say whether it was or wasn't. They missed the buildings on the far left of shot, then the stall happened, and they were just passengers after that.
The wing drop when it did stall was pretty vicious.

It should have been able to climb on one engine, but the snap roll suggests asymmetric flight, which might suggest that the starboard engine's producing power. Or that the port one's not running and not feathered, which would be odd, although they're both still turning.
That's TransAsia's fourth ATR72 hull loss in 20 years.
