Searching for boat Registation number

Someone I know has had a close shave with a sailing boat that has caused damage to his fishing boat. He's informed the Coastguard and Marine Accident Investigation but as there are no injuries and only "minor" damage occurred they aren't interested anymore. He obviously wants compensation for the damage caused, is there a way of searching for the sail number on the yacht?

He should contact the technical team from the RYA who issue the race sail numbers- if it is an official number they should know but I don't know what data they would share. Other option - does he know the yacht make and speak to the builder or class association?
