Spam parking ticket

Arrive by e mail tonight. with a click through to pay the fine. NO date, NO location, Nothing to support it and poor spelling, dont be fooled if you get this also . If you get a ticket it must come by letter with authority name and index etc etc etc.

Cut and paste direct from e mail as follows----
FROM- cctv.enforcement@PenaltyChargeNotice.co.uk

Issuing authority address: CCTV Enforcement
Reference: HY12654618

Penalty Charge Notice number(PCN): HY12654618

Date of Contravention: 09/7/2012

The majority of Penalty Charge Notices (PCN) can be paid using our online payments service.
To use our online payments service please enter your vehicle registration and the number of a PCN.

When can the council use bailiffs to collect a penalty charge?

"If you don't pay a parking penalty charge issued by a council, they can apply to the Traffic Enforcement Centre to have the penalty charge registered as if it were a County Court Judgment. The council can then instruct bailiffs to come to your home and seize your belongings, including your vehicle.
If you don't pay, the bailiffs will clamp your vehicle."

Thanks,
The Trafic Management Act 2004,s78;Civil Enforcement of Parking Contravention(England);General Regulation 2007;Representations and Appeals Regulations 2007

So if they're trying to make this look like a legit ticket, how'd they get your email? It's not like people plaster it over their cars

We got a ticket on our windshield at Lake Tahoe once. Called and asked about it and was informed that it was recommended we pay it, and that it was not mandatory. WTF? Turns out some company had set up a booth and was asking for parking fees, but were not able to enforce it.

I seem to remember some time ago that there was an old guy around Portsmouth/Southampton collecting parking money off of drivers to park their cars on private land for years. He failed to turn up for a few days (turns out he died) the motorists that parked there phoned the council to ask who they should be paying their moneys to. The Council knew nothing of him! Wasn't even his land! He had just turned up and started charging people money and had done this every day for years

Shouldn't laugh but it was amazing that this guy has started a business from nothing.

Dublin used to be full of "parking attendants" like that old lad. They'd wear a peaked cap and "assisted" drivers to reverse into free parking spaces on public streets (that's how long ago it was ). They then charged a modest fee and promised to "mind the car" for you. Obviously if you didn't pay, you might have been unlucky enough to experience a scratch or bump..., maybe a wing mirror

When the rozzers patrolled past (yeah, it WAS a while ago) the lads would whip off the cap and vanish.

Have experianced that myself several times in Dublin @15yrs ago.

I worked for Smurfits at the time and spent at least one week a month in Dublin.

I'd be out with one of the locals in the evening and we'd be 'approached' by a couple of lads offering to 'mind' the car we'd just parked whilst we were in the restaurant. They were not wearing caps or anything, but it was obvious what would happen if you said no.

It's only happened to me in three other places in the world.
Lodz in Poland, Cherkasy in the Ukraine, and the third was Belfast. Mind you on that occation I kept very quiet and let the local lass I was with do the talking, as I was never really sure where I was.

LOL - you knew that you were in Belfast though, so good plan. You SHOULD have asked them to refrain from opening it until you were at least 250m away

I've had a few "interesting" experiences in Belfast...

That wouldn't have been with any of the "ladies" that frequented the Albert Clock by any chance
