Not realy sure what the coastguards role is to be honest they always seem to watch from the shore while the rnli pick up casualties or tow boats in.
As for their inaction presumably they are working with their hands tied behind their backs because of elfnsafety.
A few years ago my pal, a firefighter dragged a drowning girl from the river tay in perth, saving her life. On returning to station after the incident he was suspended pending disciplinary action due to breaching tayside fire brigades health & safety rules. He was only reinstated when the story hit the papers & everyone hailed him a hero, He eventualy received several awards for bravery but not before being threatened with the sack.
No real surprise the coastguard didn't dive straight in here presumably that's the "rules"
