It's possible, with a little deception..
Phone the number, or get a female to do so, and claim to be from their network provider.. Explain the phone has been reported stolen, and your calling to ensure that the current user is the owner.. The only way they can confirm this, is to provide you with the name and contact address that appears on the bill.. Could also explain, that if the details are incorrect, you will have no option but to bar the phone until further notice.. You may get someone gullible enough on the other end to believe you, or you may not.. But as they say, nothing ventured..
