Plymouth Powerboat School and Devon Powerboating do Commercial endorsements and many other courses, worth checking out!

PBA or RYA
I note you say PBA courses, I drive boats for a living and I haven't heard of PBA run Courses and I believe the MCA's mandate for providing small boat training and certification lies with the RYA.
