Not that I am aware of.
If someone really wants to link to a video and not have it automagically embedded then using youtu.be/video_number rather than youtube.com/v=... seems to work, but I don't see a way to force embedded video to be presented as a link.
If it works the way I think then the embedding is converted when you submit a post, not every time a page is rendered which would make it tricky to implement on a per user preference basis.
