150 Evinrude FIGHT problems

Purchased my boat and engine may 2004. The engine (1998) has had all the upgrades. Started and did fine alle summer. In september I changed the spark-plugs (put them in the proper way) and changed the fuel-filter in the engine. Under this filter is a sensor plugged in and connected to the main wiring. This device didn't fit into the new filter. So I left the sensor out. The engine started very poor after this. Trying at least 30x each time. So I changed back to the old filter (after cleaning it) to be able to put in the sensor. Still have starting problems. Once it's running it's fine as ever. Once the engine is warm I've no problems at all.
Questions: what does this sensor do (what's for)? I can buy a new filter with the correct sensor but then I've to cut the wiring to be able to connect it to the big bunch of wires that comes out of the engine. Is that advisable? Or is it the cold weather?
