90 HP 4-Stk. RPM Problem

I have a 90 HP 4-Stk Mariner, 3 years old. A few weeks ago, after installing a Hydrofoil and a Racor Filter I been having RPM Problems, the engine would only reach 3000 and vibrate a lot. I have removed the Hydrolfoil and Change the Sparkplugs, no change.Any Ideas?

What's a "Racor Filter"??

Is the alarm sounding?

Is the filter too small ie. it is empting quicker than it fills, starving your motor of fuel
