Cavitation HELP

I was wondering if anyone could shed light on how high the cavitation plate of an outboard could be positioned above the bottom of the transom before it starts cavitating or starts causing problems with the water intake for cooling.
The closest end of the plate is 9 inches from the the transom horizontal wise.

Please help !

Thanks

The general rule of thumb is to start with the AV plate around 50mm above the keel & work from there. Place a straight edge along the keel & trim the engine so that the AV plate is parallel to the keel & measure the height of the AV plate.

The pin is in perfect position so that prop thrust is parallel to the surface of the water, when I said 9inches I'm referring to the distance it will be when I fit a jack plate I recently bought

Why are you fitting a Jack plate? Is your engine too long for the transom?
