The cutting out is potentially a loose electrical connection. I'd be looking at the kill switch first.

Or more cheaply, if it has the stop switch on the end of the tiller, you might be accidentally pressing that with your thumb.

Just thought I’d share this with you. This is a 2006 “Mercury 15 super” doing a point to point 8.2m run flat out from Christchurch harbour mouth to totland bay on the IOW, sat on the back of a 4.2m zodiac futura with 1 man on board, fuel tank up front in the bow with an SE sport 200 hydrofoil on the rear.

20mph is little on the slow side, but it depends on your propeller pitch and type of boat. I'd expect 24-26mph. 30mph is not realistic thou...

My 8hp 2 stroke can do 20-20mph on flat water with only me on board but that is with light weight 310 SIB and about 15mph with 2UP and low pitch propeller.

Nearly 22 kts on a soft bottomed SIB in the 3.1m to 3.4m range with a 15hp is just not typical I'm afraid but this is fibnet...
