Fine scratches and some paint damage on new cowl

After problems with the engine hitting the A frame {see other thread} I now have some white marks on my black engine cowl and some micro scratches where someone has tried to hide them by scrubbing with a gritty cloth.

Argggh!

Does anyone know how to effect a repair - or anyone give me an idea of what sort of person (at home car paint repair?) might be able to sort this?? Its purely cosmetic

Presumably any body shop could respray the whole cowl if it is that bad? Alternatively if it’s minor then any vehicle detailer may be able to polish it out. Basically depends if the white paint is a scratch through the colour or not.
