If you fill to 70%, immediately you put the cap on it's already full of fuel vapour and is pressurising far more than if you fill right up.
This is because you get much more expansion from heat as well as vapour pressure as well as a larger fuel/space above fuel interface for vapour to form.
Incidentally petrol vapour is heavier than air so if you leave the vent open inside a vehicle and it's not extremely well ventilated (or is left closed for anytime so it's still) you'll quite quickly build up an explosive mixture around your feet. Unplugging your satnav could give you a rather unwanted bonus...
