So we are still having trouble getting this engine working.
We used to Easy start.
We had a little, err, smoke.
We have gotten it to start sometimes but it cuts out after a few seconds.
Have you 'tickled' the carb? (Really!). You should push the float down until fuel overflows. Put the choke flap in, then it should start. You need to flip the choke off fairly soon after starting.
This is however stone age technology! Personally I would not waste too much time on it.
It could be several things, I have serviced a few of these. Replace the spark plug, clean and set the points and clean the tank & carburettor and I bet she will run. Good luck.
we have pressed that little button and the fuel flows. it wont start with easy start, we have pulled the plug and there is a spark, but when it does start'ish, the throttle does not seem to change much and after a few seconds it cuts out.
we have to get it running or we will never sell it and be out of pocket for £270....
have no idea how to do the points, or where they are..
The bloke you bought it off seemed to get over that hurdle[emoji6]

Most Seagull buyers are enthusiasts who accept and know their tricky nature so Ebaying it saying you are struggling to start might not harm the price as much as it would a 5yr old Mercury. Sadly the truth is running or not you paid so much you will likely lose £100-£150 but the best thing as you are not skilled in the ways of Seagulls is to sell for whatever you can get and move on.... life's too short and all that.

we paid £270, and it has just gone for &250 less ebay fees etc.
the bloke who collected it seems to know what he is buying, and how to get it running.
We bought the 4hp suzuki stig found, we had a nice few hours yesterday on the dee. Not a speed boat by any stretch of the imagination, but fun nonetheless
