HELP! E-TEC 200hp Stalls at low speed

This is driving me mad - I have a 2008 200hp ETEC outboard on my rib and it seems to be doing well at high speed (above 2000rpm) and when the rpm drops to 1000 and below it suddenly stalls.

I can't get my head around this issue, as I have checked fuel pump (I can see fuel being sucked, fuel line, and....

The outboard then struggles to start up and needs fast idle to be used all the way to start up.

I struggle to use this S*** as I have to go slow in a 2 mile harbour which means I should use low RPM....

Any help or advice is appreciated.
