Honda bf20 fuel issue

One of our rowing club's safety boats has a problem with its 10 year old Honda bf20
Cold starts- squeeze the fuel pump bulb, choke and pull cord, it starts first time
Warm starts- the engine doesn't start on pulling the cord, without choke or with choke, and it will only then start if the fuel pipe bulb is given a couple of squeezes.
The situation worsened yesterday when a driver took 5 minutes to get the engine started. He may have not exactly followed the above procedure and flooded it.
Swapping fuel tank and line with the club's other bf20 proves the problem is in the engine rather than the fuel tank or line.
The engine has been back to the dealer 3 times and has had a full service. The dealer can replicate the problem using his fuel tank and line, but has not found a fix. He says the float chamber is half empty after leaving the warm engine for half an hour, but he can't work out where the fuel is going to.
There is no visible fuel leak around the carburettor or fuel lines, and no apparent smell of petrol.
The dealer says he is stumped and knowing that the club needs its safety boat to start easily, has offered a good deal on a new engine. He's also considered replacing all the fuel system components but that would cost more than the engine is worth.
We may yet consider the good deal on a new engine, but I'm convinced there must be a straightforward fix.
