Assuming they are spring or roll pins as per the link below heat isn't as helpful as with solid pins because they spring tension out to take up any crack/gap heating might produce.
It's crucial your drift is flat ended and exactly the right diameter... a bit too large and obviously it won't go through... too small and it will tend to try and drive up in the middle and expend the pin in even tighter.
If you are dealing with a stubborn one it's important the shaft the pin is through is fully supported or the slightest movement will absorb that crucial first shock of the hammer blow. I'd lay the outboard down and set up wooden blocks/packers to support that short bit of shaft.
Also a lump hammer used accurately once and hard to start it will do loads more good than multiple medium hammer blows.
