mariner 25 hp how does filter secure ?

hi
hope sombody can help i have a mariner 25 hp i think its about 2005
i have just been looking at the petrol filter it is secured by a bolt to the top
however it is not completly secure (its a bit wobbly) i thought if i unscrewed the bottom (the cup part) i would find a nut to tighten up but no sign of one
it fixes onto a piece of rubber near the starting pull. There is no nut at the top either

i tried removing the petrol pipes and twisting the filter holder to screw it back on but stillno change

i am hoping sombody can tell me if this is ok or something to worry about
there are no leaks and the engine works ok
also is there a way of uploading a photo it would be much easier to explain

Brand new one on eBat for just a fiver...got to be worth it if you have the motor for it. Even if it does not need changing at that price it's worth taking anyway
