Mariner 3.3 2 stroke not hitting hi rpm

I have a 1997 3.3HP Mariner 2 stroke that when it gets up to higher rpm it seems to break up and not hit the high rpm. I ruled out the carb as I replaced it. Now wondering if it could be a coil or cdi unit? Also is there a gas filter somewhere in there? I saw none in the gas line.

There’s a filter in the tank outlet inside the tank just take the fuel valve out of the tank
