Mariner/Mercury rev counter

The rev counter on my Mariner 135 V6 two stroke has stopped working. It registers while the engine is cranking but returns to zero as soon as it starts. I have isolated the grey wire that links to the rev counter, I have switched this wire between the two voltage regulators, and I have connected it directly to one of the yellows wires from the stator. None of these changes has made any difference. I have googled the problem and these were the suggested tests but none of the people posting ever reported a successful solution. Has anyone successfully resolved this problem? Or is there something I have missed? The engine seems to run fine under way but is reluctant to rev in neutral.
