mariner trim problem

Hi i have mariner 60elpt and have problem with tilt. its goes down ok but wont trim up. relay is ok ihave swapped them over and the down works on both. This morning i gave it a bash and it worked for a bit than stopped again. Checked for loose and corroded connections. Any ideas?
