Mercury 20 HP throttle won't move

Hi all

A quick question. Just bought a new Merc 20 outboard, haven't run it up yet, just going to get a big bucket. The throttle won't twist at all either forward or reverse. Is this normal when the engine isn't running?

Try turning the prop.. if its got the tiller twist shift.

sometimes the dog clutch sits in a position that it wont engage.
