Mercury 4HP O/B- Difficult starting

Hi All
This engine is about 10years old and is difficult to start. It has a remote fuel tank sited about 300mm below the level of the fuel pump so fuel has to be lifted.
I have replaced priming bulb, filter, and fuel pump and fuel hose and the carb has been ultrasonically cleaned. When I can get it to start it runs fine.
When starting is difficult I have taken off, the fuel line to the carb and found that even when using the priming bulb it is difficultt to get fuel past the pump to the carb. With persistence I can get fuel through to the carb after which it will run fine.
What am I missing ?
