Mercury 50HP EFI 2002 questions/advise

Heya,

I bought my first boat last week (Yay!)
During a testride i noticed some potential issues with the engine but i know absolutely nothing about outboard engines.
I have a mercury 50hp EFI made in 2002. At low rpm it acts normal, between 2000 and 3000 the engine starts to vibrate, beond 3000 it quickly jumps to 4000, starts to plane and stops vibrating. i managed to stall the engine when i pushed the throttle too much at once.

It will need to be inspected anyway so what can i tell the mechanic? with the intent to get the most out of the checkup.

extra info,
the engine was stored for at least a year outside.
it ran around 10 km/h at 1500 rpm and 30 km/h at 4k rpm
the vibrations were just before planing.

A secondary question;
How does an outboard engine even work? if you can share a resource where i can learn more on their function and operation that would be welcome! i read the user manual but that didnt let me grasp the operations of the engine.
