Not starting

I'm looking at a bit of a project outboard.
Apparently the engine just 'conked out'.
It still pulls over but just 'back puffs' out of the carb.
It's a 4hp 4 stroke.
Any ideas what could be wrong?

Could be a dropped valve to a head gasket or anything in between. Bit of a crystal ball job until you get it’s pyjamas off.

Still has good compression.
Could it cost more than it's worth then?? ��
