Problem with Evinrude Fitch 115 PTT

whenever i go to use the power tilt after it has been stood for a while nothing works first time, after a rock of the engine it gets going slowly then getting faster.
i have checked if its the battery but that has always been fully charged.
the seals for the arms seem to be ok so i dont think it's sticking ??!?!?!?

like i said once i've got it going it's usually ok but then if not used for only a few hours it reverts back !

any ideas ??

Sounds like it might be a corroded wire or connection, easy enough to check back from the trim motor.
