Question re cable steering

Hi

Had to take off the tilt trim unit as the seals and rods are knackered. While doing this realised the steering is stuck.
As you can see from photo we have taken the section the cable goes into off the engine.

A few questions -
How does cable attach to engine part (thicker tube)?
Any one had this problem before? How did they sort it?

Any suggestions much appreciated
