Recoil starter problems mariner 25 hp

Have broke the cord today so have made the cord of again, but I can't get any tension in the spring after a couple of hours tinkering got tension then hay presto 1 pull and no recoil !!! Am I missing a trick does anybody have any info tips or diagrams cheers

The motor is 2001 if that's any help
