It was there on my 40hp 3-cylinder and can't remember how I used to do it on my 25hp, but that was a 2-cylinder as you mentioned.
If all bolts are off on the leg and the gear linkage is in neutral then it should come off (assuming gear linkage it isn't connected further down?) Could be splined drive shaft is seized. Whack the anti cavitation plate with a rubber mallet supporting the leg properly.
