The 23 is too high a pitch if you're getting 4800 rpm.
You need a 21" or possibly even a 19". There's a 19 on Ebay at the mo.

This is an expensive way of finding the right prop! I think I'll try the 21 next (I'm now paranoid about over revving and killing the engine!)

Try the 19 1st-if it's no good I've got a nearly new (under 8 hours use) 21" here I'll swap you for it.
