It had the impact on the market it was desired to have in terms of cleaning up outboards.
That said, the later generation 2 strokes were really nice engines. Both my portables are 2-strokes by choice - simplicity & weight. They're low hours so I am sure will last a long while yet. I also had an optimax 200xs that was a nice enough motor - although I prefer the etec design.
I used to have an old seagull outboard. 10:1 oil ratio burning engine oil!
Urgh. Absolutely was always an oil slick trailing behind it. Good riddance.

The sale of new conventional 2-stroke motors was banned from 2007 for leisure users. Also any 2-stroke made after then should not be re-sold to a leisure user. Some dealers will allow a basic headed business letter to be all they need... others want a VAT number and more substantial proof.
Some folks... and this may be the situation you are looking at... sell them as used but never taken out of the box to get round the regs misunderstanding that they should never leave the commercial arena anyway.
The chances of being hauled in front of the judge for having one for leisure use is infinitely small. There could be issues if the motor was stolen and the insurance co query paying out on something you shouldn't legally own... and at the very least they could deduct the VAT element of the value.
But overall... as PD says... it's fine.
