Sand in outboard tray

So I went to collect an outboard bought on ebay today, the seller told me that the boat had broken its mooring and run aground - but that the outboard in question wasn't fitted at the time.

The outboard looked ok but the tray had sand in the bottom and it wouldn't idle well, I asked for a refund and the seller agreed.
Is there another explanation for sand in the tray or was he lying??
