problem
Hi , First thing I would do is a Battery LOAD TEST . Ok even though your battery shows 12.3 or around there it dosent mean the battery is GOOD . When the engine is running this is charging the battery with your rectifier / regulator . If your battery has a weak cell this will cause running and starting issue's . If you havent got a LOAD tester just replace the battery . A load tester puts load on the battery the same as the Outboard would when it is running and by doing this the battery voltage should NOT DROP below 10.5 v to 12v approx . I have replaced several battery's even though they are showing 12.5v with ignition key on . Replace battery and then test , if still the same , check your voltage at the starter solenoid , if OK , you may just have a stuck brush in the starter . Most important of ALL CHECK YOU HAVE A GOOD engine earth and that your battery cables are good . A BAD earth and bad battery cables can cause alot of problems especially on starting up a cold outboard . hope this makes sense
