Temperature sensor check

Any help here guys
I'm getting a overheat warning and one engine is going in guardian mode. I have a good cool & strong tell tail, I checked the thermostat. All elec connections seem good. When I put a meter on the sensor nothing, so I heated it up to see if it would change....... nothing ?
Any help with my problem appreciated.
cheers
Gavin

Is there a thermostat in the engine that opens and closes the cooling system?

I had a 60 yamaha that had a strong tell tale but overheated, the thermostat was at the top of the engine,I took it out with it running and there was no water getting to the top of the engine, turned out to have a blocked cooling jacket.

Cheers Bosun
It just doesn't feel hot. There was a bit of salt build up in the thermostat housing but not much. I'll take another look.

I get water coming out of the thermostat housing that would be at the top of the cooling jacket yes?
