tohatsu 18hp fourstroke oil level

The oil dip stick is about 4 inches long, located / secured in a rubber bung on the top of the engine, when I check the oil level do I reinsert the stick all the way in to the bung or just rest it on top of the bung ? some plant machinery I have had before you unsecure the dip stick then just res the stick on to the hole for a reading.
