Tohatsu reverse not fully engaging

I have a Tohatsu 9.8, four stroke. The engine will go into reverse, but not sufficiently to engage the reverse engine lock. Essentially, if I crank the RPMs, the lower unit would come out of the water and doesn’t lock into place when hoisting the engine.
With the top cover off, I can see where the mechanism cam goes into a detent in forward and neutral, but not reverse. I suspect something in the lower unit, but don’t know enough about those innards to risk taking it apart blindly.
Any advice?
