Troubleshooting trim motor 35 hp Johnson

Trim motor slowed down to a crawl after a rainstorm and then stops altogether. The battery is fine. I can hear gurgling noise from the trim motor when I try to operate. I have never personally Checked the fluid levels just assumed my mechanic was doing everything needed!

So my quandary: do I bring it to a boatyard that sits on it for 2-3 weeks when it may something simple as fluid or fuse? I figured it wouldn't be moving at all if a fuse is blown or there is a short. In a stroke of design brilliance they put the manual release screw behind the lower unit so it can't reach it to release and raise the motor to check the fluid or Check the connections

Obviously I'm no mechanic. But I was hoping this sounds familiar enough to someone to get me started.

Forgot to mention the motion was frequently "jerky" before the problem started.

Unfortunately the motor needs to be fully tilted to do so, which I can't do. I can't reach the manual release valve be the motors in the way.
