Weird attachment

An some one explain this to me. Never seen one b4

It's a clamshell mariner 75 long shaft. Just dropped it on a picton.

Here's a guess: fresh water feed for a trailer-launched lifeboat engine?

The Sidmouth Lifeboat's current Optimaxes have a hose fitting about half-way up the back of the leg, which is somewhat similar: https://www.flickr.com/photos/41851332@N03/5521762279

Your OBM is an ex M.O.D OBM. That bit in the picture is a water inlet to the water pump, so the OBM could be started on the trailer on dry land and be launched at full throttle if necceary. There should be a plug in the end of it, if not it will need a plug before you use it.

Al should there be a plug on internal end or just cap of on the out side ?

Hate him to blow it up, was running on muffs fine but thats not the same as sucking it up its self

the plug was screwed down inside the pipe, I think if I remember correctly, and dont blame me if Im wrong its an eighth gas tapered thread
