Yamaha 50HP 2-stroke carb question

Hi,

I've not been around much for the last couple of years what with the pandemic and work, but still have my little rib. Took it out a couple of weeks ago and it seemed to lose power (felt like it went onto two cylinders) so I've taken the carbs off and had them ultrasonically cleaned.

Question is around the red lever on the middle carb. I get that the electrothermal valve automatically richens the mixture when cold. Is the red lever a manual alternative?

Not sure what position it should be in? The chap is the place that cleaned the carbs suggested where it is in the photo but wasn't too sure.

Any advice would be gratefully received.

ps also changing plugs, fuel filter, impellor, gear oil.......

All sorted - watched a couple of Youtube videos and noticed in one that the instructions are on the airbox! Of course the airbox was in the garage with the other two carbs.
