Yamaha Power Loss Then Stall

Took Dad's Dory out today. Fitted with 2 Yamaha 25 2 Stroke Outboards. Both engines started first time but one was running a bit rough and stalling on idle from cold, fair enough, boat hasn't been used for a month. Both engines ran well for the trip, on the way back in a weird thing happened a couple of times. When throttling down from about 4000 - 2500 revs the engine that had a bit of a rough idle would lose all power then stall. First time it happened, it restarted first time. Second time it happened, it took at least 15 turns and lots of choke.

Any ideas?

Are you running seperate tanks for each motor-if so it could be water in one tank.
