When I kept my boat at Torquay I used Chris Hoyle at Kingswear (River Dart) for smaller engines 01803 752221 and Gliddon Marine (half way between Paignton and Brixham) for bigger stuff 01803842245. No problems with either.

Birchell Marine.
They have a showroom at Torquay, and their workshop is at Paignton harbour.
Highly recommended, and will not rip you off.
