Yamaha Sterndrive steering

Greetings All
I have a problem in that there is slop in the steering arm on to the top pivot on my Yamaha stern drive the pinch bolt is loose and also the top bolt, both cant be reached currently.
I'm told I have to remove the leg, then the engine then the transom sheild to get to the pivots and bolts.
Is it possible to get the transom shield off without having to remove the engine? Can you just undo the shield bolts to get it off so I can access this blasted tiller arm and pivot?
Other wise I'm being quoted a weeks work to strip it, fix it and reasemble it including a service whilst its in peices - this equates to a quite a few pennies
