I don't say it. The UK regulatory of radio frequencies, who issue the MMSI and call signs say it. There is of course nothing physical to stop the old owner being stupid and reusing that number - or indeed any MMSI number (like yours or mine) on their new boat - that wont stop it working on the original set though; but might cause some confusion in a rescue situation looking for the wrong boat.
