Low Peak voltage

After doing some work and disturbing engine electrical connections, I ended up with no spark on my DT90. Resistance tests showed a duff rectifier so I’ve changed that. Got a spark but still wouldn’t start so I bought a peak voltage adapter. Peak voltage out of the CDI unit is only showing 13v - 15v on all 4 wires but my Suzuki manual says that it should be over 100v. Is this bad earth or something as I can’t find anything to indicate why the peak voltage is so low. Or do I just try and find a known good used unit?
